This was the winning strategy done by the current NYC mayor

Just in from the Board of Election sources, NYCHA residents was numero uno for the highest voter turnout for the NYC mayoral race. Then came affordable housing lottery winners. Third highest voter turnouts were city contracted housing projects and shelter residents including homeless. That marked up to easy voter turnout giving Adams the victory. Under the current NYC Mayor's term, 18 million housing applications were processed from all over and not just NYC residents. All must go through NYC Housing Connect to submit information to qualify. Despite some potential candidates being rejected, they were allowed to re-apply based on their changed income.

Affordable housing as defined by the Department of Housing Preservation and Development simply means a monthly rent costing no more than 30% of the individual’s income. These prices are found using area median income (AMI). In other words, half of the people in geographical locations earn above this income while the other half earn below that number. That number crossed with long time residents to boost voter base with more new tenants.

The NYC housing lottery will calculate your rent based on your area median income (AMI) and your own personal income. The NYC Department of Housing Preservation and Development has come up with a calculated chart of AMI according to family size which can be seen in the image chart.
